Who it is for
Deployment safety and model-policy owners at labs and enterprises shipping fine-tuned or steered models into specific use cases.
Why now
On 2026-09-09 and 09-10 two independent papers localized refusal failures to routing and to boundary data composition rather than to representation learning, alongside a frontier system card that reports decreased chain-of-thought monitorability, and a consumer system prompt that visibly rewrote its own refusal rules mid-window. Steering-per-deployment and monitoring-text inspection are no longer adequate answers on their own.
What would kill it
A frontier provider shipping built-in, versioned policy gates with automatic rollback of agent self-modifications and fully retained reasoning traces available to operators, or an independent production study showing per-deployment steering plus existing logs is sufficient — either removes the need for a separate mediation layer.
